    It's a weaponized rupee, useful against cuckoos. The Vorgons stole it from a Vulcan dressed in green and carrying an ocarina.

    Nothing is useful against cuckoos once you hit them enough times...

    Probably just a single [Pen] modifier, based on its design. Still, given Cryptic's penchant for touting metrics and the number of Orions that are likely to be running around with it (including whole BOff squads), a [Pen]x2 version might not be far behind.

    The problem is that the mod has a constant plus or minus degree of PEN change..., depending on how fast your toon is going.
