Why am I unable to customise my ROM/FED character's ships?

Every time I go to customise the appearance of my ship, be it a free upgrade ship, my T5/U or the new Vorgon Xyfius, they all show grey. Changing colour or patterns makes no difference, I just have grey. Randomise, give me the same random shades of grey. At first I thought maybe it's because I'm at ESD, so flew to New Romulus, for the same grey, headed to flotilla, same.
On my FED characters, I can customise the appearance of my ships without issue, and my Xyfius' customise fine also.
If seen some similar issue from a couple of years ago about removing appearance customisations etc, but in this case these don't apply. Any thoughts?

You may not have any items equipped in your visuals tab, but the Shield you have equipped as your main item probably has a visual attached to it.
