Graphics glitch - model not reflecting tailor changes.

When I first made my primary Fed toon (I was Klingon exclusively for the first few years of STO) I was merely making a character to do more activities with the Federation side of my fleet that I'd joined. To that end I didn't put allot of time or effort into the character and just did a very vanilla, minimum effort model. Upon the inclusion of the specializations and the intelligence agent angle I reevaluated the character's look and backstory and went to a tailor to modify him. What I ended up with was this:

Older, slightly scarred, got the frayed hair from seeing/knowing too much etc. And the goatee because who doesn't love the Mirror Universe?

Unfortunately when I logged out and signed back in after making the changes this was the log in screen I came back to...

As you can plainly see, a very marked difference between the modifications I made and ended up with and it's default look. I tried simply going to the tailor and changing the uniform clothing hoping that would make the changes stick but sadly to no effect. If I log out in any space map or sector that's the image I have. If however I log out on a ground map...

The changes are reflected and it shows up as it should normally. The glitch sadly is not just limited to the log in selector screen however. At varying points during numerous Featured Episodes when a cutscene plays for any kind of effect/story progression...

The default model persists. I've tried everything I can think of to fix the issue and even submitted a few bug reports a year or two back but the bug continues. Anyone have any idea how to fix this?

    There's nothing you can do. We can save appearance data locally, but the final decision is server side. For some reason the server isn't remembering your changes. A ticket explaining this fact may be more successful.

    I never can see/list my tickets when I submit them. Like they never show up for me when I go "Look at My Tickets". But I followed your advice and submitted one: ticket # 4,009,646. Here's hoping someone gets back to it.
