I might be wrong on this, but I don't believe that the stipulation that "only official Star Trek merchandise may be used" necessarily prohibits the creation and use of handmade items (custom costumes, props, etc.); the restriction is merely aimed against third-party products that aren't officially licensed Star Trek merchandise. So, you can't buy and use 'Captain Kork uniforms' or 'Ridged-Headed Alien Wide Swords' or other obvious cheap knockoff items in a Trek fan film. If you make your OWN gold shirt uniforms or bat'leths however, you'll probably be fine.
As far as the rest of the guidelines, I'd imagine if the rules stay as they are sure plenty of people will be turned off, but creative people will find a way to tell new and interesting stories; who says that a good Trek story HAS to be a 42 minute episodic drama or a 2 hour feature-length film? I will say that I think the video length restrictions seem quite harsh, especially as they seem to effectively block out Star Trek Continues, which is a wonderful recreation of TOS style and storytelling that is emblematic of what dedicated fans can do with the will and resources, along with other not-Axanar fan projects. I'd guess that the time limit is probably an attempt to head off any potential fan shows or film franchises from rising up to the point where it takes attention and possibly fan money away from future CBS/Paramount Trek projects. What I suppose that CBS/Paramount don't quite understand is that there are Trekkies out there that can enjoy both fan and official productions equally; Trekkies just want more Trek, in any form they can get it. So while I do believe that good fan projects will come out in spite of the video time limits, the limit hurts fan opinion of CBS/Paramount more than it might help.
What do you think about officially bringing the Kelvin Timeline into Star Trek Online?
As someone who has enjoyed the JJVerse sorry, "Kelvin Timeline" movies alongside the classics from the Prime 'verse, I can't help but want them to be sorta kept separate. Don't get me wrong, I relish the chance to play around with all the potential new toys (T6 NuConnie maybe?) alongside the other canon items, but seeing the two universes side-by-side highlights the wide disparities between them in terms of style, characterizations, stories, aliens, etc. Heck, just look at the different Enterprises: one is much bigger than the other, and newer even though they're technically supposed to be the same ship from the same era. Obviously there are 'reasons' for that, but it still highlights the clash between them; much more than the Mirror Universe or other parallel realities in canon, the Prime and Kelvin 'verse content just don't seem like they fit together in the same space. It'd almost be better if they were in separate games: one for us Prime 'verse fans, with its own art style, storytelling, key factions and NPC heroes, and another for the budding Kelvin Timeline afficionados. Of course, from a business perspective that'd probably be stupid (especially for Cryptic, since 'Prime STO' would only stand to lose from not bringing the Kelvin audience into the fold), so there ya go.
Understand that even Machinima's made using a licensed product such as STO for creating that are a "continuing series" come under threat.
Those guidelines aren't guidelines at all, they are simply restrictions, fairly harsh restrictions at that that are going to pretty much bring any fan made shows to and end as we currently know. Folks will find a way. And outside the US, it'll just be ignored. For some reason I don't see the EU putting up with it. The Brits might, or might not..
If CBS and Paramount are OK with bringing Kelvin Timeline to STO, sure!.. I don't suppose it would be to much to ask to have Kelvin timeline Klingons would it? Yea, prolly would be to much.. waste of breath to ask I'm sure.
