I am going to hold Cryptic’s feet to the fire and demand that they spread ‘FBP and Placate Love’ to all Space NPC’s, not just PvP.
I hereby decree that the next patch will include a fix so that all Space NPC’s have ‘Feedback Pulse’ and ‘Placates’ as part of their abilities in interacting with the player, at the player’s current level. Not just a graphical representation or a watered down version, but the actual current working ability.
That is a good idea right? It shouldn’t be just a PvP thing, right? For example, all the Borg NPC’s in Ker'rat System will now have ‘Feedback Pulse’ and ‘Placates’ comparable with their level. So when the player interacts with a Borg Cube, Sphere or Probe they will either get vaped with FBP or Placated (i.e. pausing the game).
I know this suggestion will find mass support here as the PvE community has defended FBP and Placates and working as intended. Now they will get to experience these abilities first hand and be immersed in the Star Trek experience as PvP players have been.
All the Space Red Alerts, Episode Missions, Deep Space Encounters. Fleet Missions and STF’s and any other Space PvE content not included here needs to have ‘Feedback Plus’ and ‘Placates’ incorporated into their NPC’s.
I can guarantee my ‘Right Arm’ and my ‘First Child’ that these Forums would ‘MELT’ within minutes with criticism the day Cryptic implemented the above change into PvE content.
If that is so then why have FBP and Placates in Player vs. Player?

What bothers me with the FBP and Placate abilities as they are now in PvP is that as a Lifer who has invested in the game...grinded the Rep Sys & the Spec.Tree's, upgraded to Epic equip, purchased C-Store Ships for Ship Traits and opened many Lock Boxes...
...all that work and investment means absolutely nothing.
I can level a F2P character in 2 days and train FBP and Placates and be a PvP Phenom.

Oh, I would love for the NPC's to follow the exact same rules as the players.
Maybe that would make them repair their game. So much potential is being thrown away with STO.
NPC's don't have to follow player rules. What I am saying is that FBP and Placates should be in the Space NPC’s repertoire of abilities to resist attackers.
Imagine doing an Infected Conduit run for DPS and the first Cube vapes the entire team with FBP or trying to take down the Gate but you can’t because it keeps placating you.
That is currently the reality for the PvP player. It doesn’t belong in PvP. If the Dev’s think it does then please introduce it to PvE so everyone can enjoy this game more.

What is going under the radar screen here is that FBP and Placates are turning player against player. This game is meant to be fun and entertaining but instead the use of FBP and Placates is creating conflict between players. Instead of this game creating a good vibe in players it is leaving many players frustrated and embittered. That is not why you play a game.
The raging that goes on in Zone when FBP and Placates are used is incredible.
I just wish the Dev’s would fix this issue and be done with it. It is creating conflict between players in the game where there shouldn’t be any. Instead of being a gaming community we are at each others throats over the use of FBP and Placates.
