Players who create their captains during the first six weeks of launch will also be able to participate in the new Temporal Agent Recruitment system for bonus personal and account-wide rewards, a new iteration of the popular Delta Recruitment system that released a year ago.

Delta Recruits are specifically designed to rapidly close the gap that exists between new characters and characters that have been in Star Trek Online for years. It’s the most new-player friendly the game has been in almost two years, and the perfect time to join the community of Star Trek Online.
If it's supposed to be "new-player friendly", why the limited-time urgency? Wouldn't it be friendlier to new players to get all of the benefits indefinitely? Why artificially limit those who create their captains after the first six weeks? After all, it's a virtual, not physical, commodity.

I plan on doing the same with my AOY. Get past the point to keep the goodies. Then come back to them later as time permits.

If you want to dress it up a little, it's a demonstration of their ability to apply the hard sell.
There's nothing new, offensive, or shocking here. Personally, I'm kind of amazed at all the people being amazed at the existence of limited events. (let alone some of the "I slotted this Anniversary Ship project two years ago and never bothered to do anything about it then, how come I can't get it now?" comments I've seen. Mind boggling.)
Mirror, Crystalline, etc. Event rewards are not time-limited. A few of my Characters had Shards left over from the last Crystalline Event and got a few days leg up on it this time.
One of my characters had three Shards available and finished up after 11 days. Now as I was running the Event on all 12 of my eligible Characters, I failed to realize that I had the Crystalline Spike Project slotted for that Character and had been dumping Shards into that one. To my surprise I was awarded the Spike Kit Module rather than the Crystalline Console on Day 11. I then slotted the Console Project and will have 9 Shards invested in it for next time.
Easy enough to finish that one and the next Project the next time.

I guess some people visit a shop on a normal Tuesday in June and ask the shop proprietor if they can get the Black Friday Sale prices, because they couldn't make it on Black Friday but they could today.
apart from that its as others have said, like the delta recruit event and now the temporal event they are as is indicated "events" specifically designed to entice new players and encourage existing players to create more characters where they might not have done so otherwise where there would be no reason for players to do so if this was a permanent fixture.

Err....since no-one else has said it....are you feeling 'entitled' much!? This is a promotional event for TOS toons. Why should it be any longer. It's like a sale. Considering all the freebies a player starting at any other time gets, this is a frikkin BONANZA! It's taking advantage of the Summer School Holidays. It's giving incentives to work on something else other than your original toon that's 6 years old.
All you are demonstrating is 'I want even MORE FREE STUFF cause I'm not happy with the mountain of FREE STUFF you've already given me'! And yes, that INCLUDES the bonuses!

Because according to Al "captain Gecko" Rivera, the metrics Cryptic has collected on player habits indicates that to keep players interested in playing STO there needs to be something every 6 week to keep the payers' attentions. Otherwise, players start to loose interest in playing STO until something else draws their interest.
I recall him stating that in at least two interviews.
After six weeks you won't get the extra Dilithium for killing stuff and they will stop these Weekly Shard Bonuses. About that Dilithium, right now the game is raining it down on people.
Though I created my TOS Character the other day, I didn't start playing her until today when we started to get the 150% XP Bonus. I was at Level 10 after Taurean and am now at 13 after Cestus. They use to have Recruiting Events by having Bonus XP for 4-6 Weeks. Delta Rising did away with that and now we get these one-week, albeit greater, XP Events.
Start the Character now, don't dawdle for six weeks and then complain. All the real goodies will be unlocked for your Account whenever you get around to it. Just start your TOS Temporal Recruit NOW. And unlike the Delta Recruits, you really only need one for the full unlocks, as there is only one 'Faction' that counts.

It will probably just be a bonus dilithium weekend they run with. Maybe a TOS duty officer. I wouldn't hold my breath they'll add any content to the game

I think a six week window to create a character is pretty generous.
