Borg Frequency Remodulators?

So on one of my alts, I just started the Borg arc. I equipped the Remodulators for my away team, but I'm not seeing it in my list of powers (therefore can't drag it into the tray). I've tried the ones you can replicate, as well as those you loot from the chest in the first mission.

Anyone else seeing this? Any work arounds? I'm still able to complete the content but it's a frustrating completion.
