Ugh that surfboard race is so annoying, just like the winter PvP race. It's not who crosses the finish line first like it should be but who clicks the randomly placed marker first, so you can be screwed if you are technically first or second.
Latency prevents it from being simply who crosses the line first.

So why doesn't latency prevent it from being who clicks on a flag first? Because the system is so dysfunctional to begin with that lag can't possibly make it any worse.
I am interested at seeing the ship stats in advance, so I can plan accordingly.
I have always been too wrapped up in real life to undertake the Summer events, so far, sadly, so this will be my first one. Interestingly enough the summer event is the only yearly event I've ever missed.
Event starts on the 9th, so it will likely be announced tomorrow or Monday, with the changes and rewards described Tuesday, and the ship stats posted Wednesday. That's the typical pattern for the Summer/Winter events.
As far as piloting the floater, I prefer RPG mode. Just hold both buttons and fly like your ship, and use the spacebar to get altitude when needed. Getting a top-tier floater is best; it's definitely worth the time saved on the ship gate runs.
Hopefully we get another Ferengi ship this year - the tooltip for the Nandi console is already mentioning a "Battle Module 4000". If anyone's ships would be found everywhere, it's them.

And I repeat, why is this a problem with a finish line but not with a flag? Because the flag system sucks so bad that players aren't at all surprised to be shafted by it.
Of course, an honest game would just call an ambiguous finish a tie and give both players the 1st place reward.
Players posting they got 2nd place even though they crossed the finish line first (from their perspective or whatever) would get the unconditional support of the community, but the flag system doing the exact same thing is still defended. Because players expect the flag system to mess up the finishing order. Because that's what it's designed to do.
Circus Malvanum seems to record races times down to 1/10th second. But as you said, looking at the leaderboard after the race is over is the only way players can know who got top score. But no one really cares because CM gives everyone the same prize no matter what order they finished. CM scoring is worth naught but bragging rights.

Why not use the CM system? Well.... CM is a lot harder than either of the races for event tags. If they made Risa as hard it'd be like the floater daily, but with maybe half the time. The surfboard race is trivially easy to complete. There's no challenge there.
Don't count on the announcement this week. The ones for Season 11.5 were very late and stacked up on top of each other the night before and day of launch.

What you're calling a "mad gamble" ... can also be practized & requires skill to do so ... i.E. jump from your board at the right time ... it's not like the ancient greeks invented something called "relay race" ... not sure why "the first one crossing the line", is supposed be to the only "right way" to do a race ...

Which makes it even worse. After the 'F' spamming contest that actually decides the "first place," the people who didn't get it (who, thanks to lag, probably all saw themselves coming in first) will most likely be too late to go for the other flags, either.

Because the flags are not in the same position you also have to guess which flag is going to be there when you stop (and remembering again there may be people in front of you that you can't see because of lag and that people you do see may miss or aim for the wrong flag, it is a pure guess). If you don't guess 1st place you will also have to know the other spawn positions in advance because the game doesn't show the other flags until they appear. And if someone else guessed the same one you must win the 'F' spamming UI lag contest. If you guessed wrong or didn't get lucky with your 'F'...no flag for you.
Everything about the finish condition is clearly designed to make the results as unreliable as possible, and mostly affected by everything except the "race."
So the connection between the new ship and Summer is beach bullies? The Risian Corvette is about surfing, the Risian Luxury Cruiser is about going on a cruise, and the Ferengi Nandi Warship is about catching some rays.
