Failure to receive dilithium when 10 of 10 admiralty mission completes

I just completed on my main Federation Fleet Admiral level 60 (Sean Issac Thornton) on the Federation admiralty 10 of 10 missions and did not receive the 30K dilithium for completion. The 10 of 10 has now reset and moved on to the next reward for completing the 10 of 10 again. I am now moving on to working the Klingon and Romulan 10 of 10 missions. I completed the 10 of 10 on my primary Klingon character (Epitai Kelrock Torghn Seplch) and received the dilithium award for completing the 10 of 10 Klingon missions. How do I get my dilithium that I earned? I tried sending a ticket but the system will not allow me in to send one I keep getting a too many redirect page what is up with that?

    You do not get dilithium for the tour of duty chain for federation tour of duty you get 2 specizlation marks, klingon tour of duty get 30k dilithium and romulan tour of duty get 4 romulan republic universal tech upgrades for each chain completetion
