Romulan Republic Tech upgrades bound to character?

Are the Romulan Tech upgrades supposed to be bound to character? or is this a bug? or WAI? I just completed Tour of duty 10 on Romulan Admiralty. If the upgrades are bound to character they are of no real use to me since most of my characters already have mk xiv gear. To my knowledge it was never mentioned that the upgrades would be bound to character.

    Of course they are Bound to Character, the Level 10 of 10 Tour of Duty for all Campaigns are. Who is running the Campaign - you.

    Well, you can still upgrade a bound to account item, or unbound item, right?

    Just went looking through Tribble... the question was brought up, but not answered.
    So I'm guessing that BtC is working as intended.

    Good point. Many, many items that can be upgraded are either Unbound or are Bound to Account. Do the work for your Alts.

    If they're bound to character, I can't use them to upgrade other characters and I use a lot of Reputation and Fleet equipment. I don't think that type of stuff is account bound. So no transferring pieces through the account bank to use upgrades. There was nothing in the blogs or the information from the tool-tip of the item itself to indicate it was bound to character.

    shame would have been cool and for me worth running the mission if they were acc bound rather than character bound. But due to the length of time it will take to acquire a decent amount of them per character i think my Rom Admiralty is simply going to get levelled to tier 10 and then i'm back to doing KDF Tour of Duty.

    The've made a few changes to the Romulan Rep Tech Upgrades but changing bound to character was not amongst them. So I assume it's working as intended. A little disappointing indeed.
    Tribble has been updated to: ST.60.20160417a.3.
    [*] Admiralty:
    • Romulan Republic Universal Tech Upgrades are now improved by Upgrade Weekends.
    • Updating the description of the Romulan Republic Upgrade Kits to show they have No Dilithium Cost in big text.

    Come on man think why would they be account bound? your 1 character did it wouldn't really be right if you could trade them to other characters like the admiralty cards can you trade those across characters? nope. only trading of any kind you can do is from inventory to bank .

    I'm not surprised that they're character bound; they're the same as reputation system awards in that respect. I'm more puzzled why they don't have any chance to improve item quality/rarity.

    They very much do have a chance to improve item rarity.

    So, I have no luck. 2 weeks to get 4 romulan tech upgrades that bring so little. Much time for anything.

    So they're actually making them viable again by including them in the upgrade weekends!

    I don't see the problem. Instead of moving over the upgrades, account stash over the item you want to upgrade, do the upgrade on your alt character, then move it back to your main. Problem solved, right?

    Well, the KDF reward is unrefined Dilithium. The Romulan reward lowers the refined Dilithium cost of upgrades.
    And, you might be able to do both in parallel.
    Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.

    The bottom bar hardly ever moves, nothing new there.

    In another Thread I did a sort of apples to oranges comparison based upon the Tech Points you get for the four Upgrades. I compared it to what you could do with the 30k Dilithium (let's just say after you refine it) of the KDF Tour of Duty. You would need about 23 or so of these Upgrades to give an equivalent value to the KDF Tour of Duty Reward.

    And what is it with some of these knuckleheaded Dilithium Rewards from the Romulan Campaign Missions - 27, 62. Real oddball numbers.

    Interesting. It should have given Research XP (and totally did with my internal testing). Do you remember the specific item you used them on?

    Some Romulan Campaign missions give a split between Starfleet and Klingon missions -- less dilithium than a klingon mission, less additional experience than a starfleet mission, but you're getting both at the same time, hence the odd values.

    I'm getting quality improvement chance off the upgrades. It's just so small that it shows as 0% on a mk XIV very rare space weapon.

    Ummm if you did that then the item would be bound to the character (alt) doing the upgrade.

    No it wouldn't. Unbound and Account Bound items will remain such if an Alt Upgrades it. As long as you don't equip it an Unbound item will remain so. You don't have to equip to Upgrade.

    I don't know if this is related, but I created a training manual from a bound BOff, and the resulting manual was itself bound to character. I would be suspicious that a similar thing would occur using bound manuals to upgrade unbound items.
