Problem with using Paradox Temporal Dreadnought Console Ability

Hello, after revamp i have problem to use Temporal Distortions Ability from Console - Universal - Temporal Rift Stabilizer . As You can see on vid i click on my tray, even spam and it does not trigger. I can use ability on from P window, i check every skillbar etc.
