It would help if you could clarify a bit what exactly happens : what is that player doing to lag you invalid / cause you to disconnect ?... without naming him, though.
Also, you can report abuse in-game by right-clicking the player's name and sending an abuse report.

She taunts us and then next thing we know, boom, lag spikes followed by DC. My Guess is she uses the DDoS thing. Not to familiar with it. But shes literally stalking me right now. Any time im in the same map as her she stalks me and gives me crash after crash. I have submitted tickets ingame, but nothing has happened.
Outside of putting in a ticket, there is sadly little you can do.
To be perfectly honest, you really have no recourse here except to leave the area and try and avoid the player. I know it's not a great answer, but it's the truth. Cryptic/PWE does not monitor in game behavior or enforce the code of conduct. It's one of the most unfortunate things about this game.

I don't think you can DDOS a single player. DDOS attacks the servers as a whole, I believe.

They have a hacker in their game that is Disconnecting people and making them log off. That means they are not having fun which equates to not spending money. They had better do something about it. Or else my days of being a whale for them are over.

You can't target a single player through the game.
That's not exactly true. As many people know, there are certain powers/devices that tend to cause lag. Note: this is a *development* problem that needs to be fixed. However, certain people *know* which powers/devices cause these issues, and can "target" other people by using those power/devices in proximity to their target. Especially if certain people get together and plan one of these "attacks" as a group. Certain people/groups have actually made something of an "art" out of this kind of behavior.
If you think you are being targeted you can type /hide into the chat box to drop anonymous then you are not visible for anyone looking on the social menus. You can /unhide once you feel safe again.

Risa is crashing constantly for me, so getting a disconnect isn't something unexpected. If it was a DDOS attack it would probably bring down the entire game and nobody would be able to log in.
Is there some specific reason that makes you think this is something that's aimed towards you specifically?

Its not this one time. This has been happening for 2 weeks. For a few days I didnt see her around, then she returned and it started happening again.

The Risa crashes has happened for at least a couple of days now. If they just now showed up, I have a hard time seeing how they'd be responsible for it.
EDIT: Either way. Reports you make in game will go to customer support, and I have no doubt that they'll help if they can.
Is it possible to have a macro to spam-invite/challenge someone so much it could lag them? No idea if that's possible at all and I think everyone is getting lag and DC's these days anyway.
Yeah, despite nagus' best efforts to make a case for the OP, there's no way to simply look at someone and suddenly lag them out of the game.
Unless the target is known to the attacker such that they were able to acquire their IP somehow, no. If you exchanged emails with someone, for example.
