If it is who I think it is the best thing you can do is ride it out. He was a very VERY short attention span so will eventually give up. Make sure you turn off your invites, put him on ignore and ride out the storm. I had issues with him myself and he got bored and moved on.
I would also suggest making a ticket as well, just to be sure.

Unfortunately, you can do nothing.
There are no rules in game and the code of conduct is not enforced. Star Trek Online is a total free for all with absolutely no rules. People can say and do absolutely anything and harassed players have no recourse.
I'm sorry if it sounds like I'm being unhelpful, I'm actually trying to do the exact opposite. I'm sorry that it doesn't help you, but it does no good to lie to you.

1. Press (O) 2. Under one of the tab that comes up, look for 'Privacy Settings' on the lower right corner. 3. Turn on all the settings you want; Allow only friends and fleets to chat/tell/ AND issue challenges.
You can make this more secure by going anonymous; /anon - /unanon
Now all this won't work if the herraser sends you a friend request or is in your fleet, so that's were the anon comes in handy.

this happened to me once, i left the challenge screen up and pushed it out the way.
That guy is at it again? Is it the same guy who spammed PVP challenges to hundreds of people in the Winter Event a year ago? If it is, he tends to come and go in bursts.

There should be a setting in there somewhere to disallow friend requests, as well as one to disallow fleet requests (for people who don't want to be in a fleet).
I'm always tempted to actually accept the umpteenth request, then suffer a mysterious disconnection (i.e. switch my modem off for 5 minutes or so) during which I enjoy a peaceful coffee leaving the spammer confused as to my whereabouts. After all I could always blame my ISP if confronted and claim better not as my connection seems unstable at the time.
For me personally, I find it you treat the game as a single player sometimes, you do not get harassed. If you do play with other players, have people that you can trust and of like mind, they will stick up for you. Some of the greatest people I have found that will have your back is the peeps with Dental.

I was able to block the invites in the settings, but he's now spamming and harassing everyone in the I'm in fleet. a fleet of over 300 a lot of new commers to the game in the fleet are being harassed by him now. I've filed a report as well of lots of others. but if the company isn't going to do anything about it thats really disappointing. I'm sorry but this game deserves to die if thats how its run and the Devs are 100% crass

If you cant ban or uphold the law in the game then change the game, update the ignore mechanic thats all you need to do. Make the harrasser uneable to harass.Cant take more than 2-3h of work.Just add a few more options on the privacy settings.Like: Allow channel invitations: , Allow fleet map invitations: and Allow friend request invitations:.

Yeah, but to what extent. Like in the previous post i posted they need to just add a few more buttons and this kinda stuff woudnt be happening at all. But considering how long it took em to give us the delete all mail button, it coud take some time. Maybe next year.

Yeah, I'm still not even sure I believe that.
I have been playing this game for years, and that thread is literally the first time I have ever heard of anyone getting any infraction that didn't involve suspicion of fraud. I don't know what exactly happened with that player, but Cryptic does not issue warnings based on in game behavior. If it really happened, he's the first one in 5+ years of game play. My suspicion is that there was much more to the story then what we were given.

Cryptic can't ban people for playing the game as they DESIGNED. So shut up and go play and jump around on ESD like people always do.
