They cough in a very conspicuous way, to make you pay attention. That's why they stop, stretch their arms, cough, walk away.
Then there's the exaggerated 'argument' arm waving, that aliens not from late 20th-early 21st century Earth should not be doing.
Oh well. Someone had a tiny bit of fun with those sprites.

Shhh it is a precursor to the new episode later down the road for temporal influenza released by the tholiens as bio warfare against the federation of the past...

It's all quite jerky in animation, too. They're like broken Replicants more than believable biological beings. Someone should give them an animation touch-up.
This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.
HMMM If I remember right back in Terrdome. they did this then flipped a coin. That was how you Identified the right people to talk to.
Maybe this is a slip up indicating that Terradome is coming back?
I doubt it. They've been coughing for years. It's nice to know why, though.
SWTOR has an event where Rakghoul disease is spreading throughout the galaxy, including to your character. Without treatment you sicken and die. (Then respawn healthy)

They've been doing that ever since I first got to DS9, back when STO just hit F2P.

I suppose it is the emote /cough, players can do it to. Do we also have the emote where you go banging on a console. You can see an NPC doing it at the tailor on Q'onos First City. I suppose it is /frustrated. What happened to the C-store emotes?
I was on qonos earlier (totally unrelated I know), but I swear I saw a classic TOS era gorn walk by me. Silly boggly eyes and everything, I had to double take. I was too busy thinking "did I just see that?" to screenshot.

LOL No. They've been coughing like this long before terradome was removed. Sometimes when standing still in DS9 an NPC will walk up to you and start coughing right next to you for some reason. The animations do seem jerky though. Sometimes they start to cough then suddenly start stretching their arms and it just goes back and forth quickly for a moment.
They have said they do plan on revamping DS9 like they did with ESD. They haven't had time to start on the revamp yet, but I imagine when do get around to it that's when they'll fix the NPC animations. There really isn't any reason to waste time on that right now.
Edit: DS9 doesn't have a sick bay. It's probably why we got sick NPCs running around all the time LOL
It's kinda the same as on Bajor itself. I guess it's supposed to portray the 'activist' nature of Bajoran (what with their war against the Cardassians and all). Makes em look politically engaged, I guess.
