In the future, will there be any way to complete the 2015 reputation event for the Samsar Cruiser? I did not get 1000 Qmendations but had the project queued and partially completed. Most of my characters had the Samsar project mysteriously vanish on them along with any progress made after a patch. But some still have it partially completed.
Going forward, will there be Qmendations available in the lobi store or are the anniversary ships completely no longer available to retain their "exclusivity"?

I'm hoping they will..since it falls before their changes...I have the DSD queued on my Reman that I never bothered to finish...but I sure do hope I can finish it this anniversary because my KDF and RR sure could use the Science ships for Admirality.
I think the OP means that they have the ship queued from the event and not if they can pick it up now.
I believe that also answers your second part, no more Qmendations, but you'll prolly be able to buy the anniversary currency with lobi.
Actually the Odyssey/Bortasqu is available from the Fleet Holdings.
And the ambassador was made available again last year during a giveaway last summer as an account wide unlock, plus there is also a fleet variant that is permanently available.
So it looks like they are allowing projects to be completed with new currency. So you might be able to still get the Samsar if you have it slotted. Rather or not there will be an option to finish the Samsar project is not known at this point.
An interesting observation though, later in the same release it says the following:

Since the Samsar was an Anniversary Reward, I'm not really sure you're going to be able to complete it. I guess it depends on rather or not they're going to do Anniversary events every year or not. If I'm a betting man, I am betting that the opportunity to get the Samsar is gone for good.
Which is ridiculous and extremely unfair, as unlike the other event ships, the Samsar has a console that is "required" to be able to get the full set bonus of the Command Cruisers sets.

While I'm not against the idea of making the Samsar a 'one time only' deal, I am strongly against the idea of putting a console that makes up a set on a ship that cannot be obtained after the end of the event.
Making it's console part of the Command set was absolutely stupid.
Issues with consoles sets also applies to the Winter Event ships... Anyone who got the carrier last year (for example), but not the previous ships (for what ever reason) will be unable to complete the set due to this...
This will only be exacerbated if this year's ship extends, or modifies, the preexisting set further...
I'm not against the removal of event ships, but given how sudden and unexpected their removal was, some form of 'Ship Rerun/Last Chance' event would go at least some way to repair a little PR with the community over this change...
Had players been given one final event to grab any outstanding ships, the change would be a non-issue, as people would have had adequate warning of the change, and grab any outstanding ships.. This would have been in stark contrast to Cryptic simply announcing it was going to happen, without players having the chance to do anything about it, hence the ire over the ships being retired...
The claims about new players missing out is kinda thin at best, as it's pretty normal for new players to miss out on past event content in MMO's... However, existing players who had grown accustomed (thanks to Cryptic's own actions) to a certain practice during the events, should have been given a final chance to grab any ships they did not previously get...
I actually have less of a problem with this. These sets are from previous winter events so it's like a cumulative reward for doing the event year after year. I'm actually ok with that. The problem with the Samsar is that they sell the Command 3 Pack in the C-Store and people that pay $60 for the pack can't complete the set from the ships they paid for. That doesn't sit well with me. I'm not one of these people, I have the 3 pack and the Samsar, I completed the set, but I still think it's not fair to those that didn't.
This question was actually answered in the release here. You will be able to use the new currency to complete last years events but going forward it will no longer be possible.
Keep the project slotted.
I'm not saying you're wrong about the ship...but lets be honest...who really cares about the console? In a game where the general opinion is gimmick consoles are worthless...
The only time I've ever seen those platforms deployed were by the Mirror Command Cruisers...

Out of all the Ship Consoles I have access to.. the Samsar console is the only one I actually use.
I agree that the other 3 are worthless, but there are players that like them. I don't use any of the Platform consoles, but the Samsar one is great.
Risa and Winter Event changes both seem to follow the same pattern - if you had a project from last year before the change, you can still complete it with the new currency, but any project started in the new event are gone after the event is over.
A high flow caps ship with the 4-piece set can strip shields bare out of everything around the Tachyon console, so it isn't useless, it's just people prefer to just DPS their way through every situation.
Yes you can still finish it, this time, but once the event is over then the project will be removed once the event is over.
However based on the last summer event, if you have the Samsar project slotted, you should be ale to complete it on the next anniversary event.
And as an aside, the Samsar console, as well as the Command cruiser platform consoles, are definitely among the more useful ones.

I still carry that 2nd deflector in all my drain builds. Best sci 2nd deflector for my purposes.
Think of it this way, that console is like a bonus, nothing more. Just because it's part of the set doesn't mean you NEED it.
If you've got the project queued still, great, you're in luck.
If you don't, or weren't playing during g that event, too bad.
Quit it with the "wahhhh! I want what they have! I need it! I need it!" stuff.
I didn't run any of the winter event projects even though I could have. I'm not crying about it and saying that I deserve those ships for set bonuses.
