    You will need to provide a Little more information.

    Character Faction : Fed/KDF Rom/Fed Rom/KDF
    Character Level

    Which Map you are on when the issue occurs.
    If you can, the "Section" of the Mission you are in. It should be listed in the Mission Tracker.

    This will be more helpful.

    You have to be almost right on top of his ship to hail him.
