Fleet Starbase Project -- Filled requirements overrun

First time I've ever encountered this. I'm in a fleet consisting of only myself. I have a Tier 1.5ish starbase, and was running the Provision Military Operational Assets 1 project. I added Industrial Energy Cells and Warp Coils to the project (308/144 each, respectively.

I had more than necessary in my inventory, when this happened:

    +Addendum: This also happened with Engineering Construction Projects 1 and Theoretical Modeling Projects 1.

    In Engineering, i was 150/144 in Industrial Replicators, and 300/288 of Industrial Energy Cells. In Theoretical Modeling Projects 1, I'm 2000/1920 for Shield Generators, and 250/240 in Auxiliary Batteries.
