1: No. Any used copies, I guarantee you, the original owner has already used the code.
2: With a new copy, yes. I don't know about now, but it used to be 60 days.
3: You need to download ARC. Once you log in, there should be a button in the top left that brings a dropdown menu. The option to redeem a code is there.
What (permanent) fixtures does Premium give you these days? I've been really lazy, I should just buy a new copy to at least buy the damn game after all of these years.
You get 500 Zen per month. And you also get a free respec token with level 10, 20, 30, 40, and I think 50 too. I don't know about today, but I also got a free C-Store ship with each of those level milestones.
On a quick search you can grab some of the old preorder bonus items that way. I saw the TR116a and the Tribble/Targ pets. Also the TOS enterprise, though that is in the C-Store.
It's main value now is as a gag item. Before the crafting overhaul, it was kinda useful at endgame for being the only ranged weapon the Borg couldn't adapt to. Also for trolling newbies in the tutorial. It was fantastic for that.
I'm surprised the collector's is still on amazon. But it looks like it's around $140ish for a new copy. If you really want a red matter capacitor you could get that. It's easily the most useful of the pre-order items. That's a downright painful price though for a piece of gear.

^I have never found a code for any the TR116A even for sale, where do you find these?
I searched "Star Trek Online" on Amazon, on the third or fourth page there was the option to buy a copy with the Target peorder item code included (the TR116a).
I need to advise you, i was doing that a year ago, i bought a few preorder copies and it was fun and games until about a year ago the codes stopped working on several of them from different sources, brand new still in plastic never used.
An investigation of mine revealed that they may have turned off those codes from working or they expired. So i abandoned that concept.
They are all outta production for 5 years, understand buying them is a gamble and you may loose your investment.
I had it good for awhile there, gold member bennies, monthly stipend, unlocked tribble/targ, unlocked lib borg boff, even the elusive European gold edition with uniforms, red matter capacitor, and snug tshirt. The former copies were like $4, and the latter $13 american, dirt cheap.
Search the forum here for my old posts and the replies i got.
I know for a fact that Cryptic made the time card codes invalid about this time last year. They even made a huge blog about it, saying that you had better hurry up, and submit your time card codes while you still can. So you can buy as many time cards as you want, but they will not work.
Why? Because Capitalism. Time cards are half price of a subscription. You can buy a 60 day card for the price of a 30 day subscription, which means you actually get a free month.

Are you sure they expired?
I had some old Champions Online Codes that didn't seem to work via ARc, but I was directed to the Account->Manage Subscriptions Area (https://secure.crypticstudios.com/default/subscriptions/list) where I could still use them.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
isn't there a point defense device available from a preoder edition?
Yeah. It came with the digital deluxe edition, which, as far as I know, is impossible to obtain now.
I think I have this item... but I don't remember buying the digital deluxe edition of STO, only playing since before free to play started (I also have "Khaan" and Bloodwine emotes)
"He shall be my finest warrior, this generic man who was forced upon me.
Like a badass I shall make him look, and in the furnace of war I shall forge him.
he shall be of iron will and steely sinew.
In great armour I shall clad him and with the mightiest weapons he shall be armed.
He will be untouched by plague or disease; no sickness shall blight him.
He shall have such tactics, strategies and machines that no foe will best him in battle.
He is my answer to cryptic logic, he is the Defender of my Romulan Crew.
He is Tovan Khev... and he shall know no fear."

Also, the Khan and Bloodwine emotes were post F2P, I think. I can't remember where those came from, but I don't remember emotes being cordoned off before launch.
