when all the fleeters leave the fleet instance, it is closed. Now though if there was a fleet mate there, the instance is opened up. I was on the starbase when someone logged in who had logged out before on the base. He appeared at the base and was surprised.
It has to do with how fleet maps are loaded. To make each map on a per-fleet system, the instance of the map is not permanent. This means that if you leave, to conserve server power, the map is unloaded. As someone above stated, if somebody else is on the instance, then it will remain loaded and you will return to it.
As for moving between them, a dev stated long ago that they like to encourage you to visit the fleet maps that you've built, even if there is nothing necessarily productive to do there (fleet space maps).
Of all the problems within the game, that is your biggest annoyance?

This is at the absolute most.. a minor annoyance. It usually just puts you in sector space right outside the starbase. Is it really that hard to click on 'Enter Fleet Starbase System' when you log in?

I would be encouraged to use the fleet maps if there were something to do there. For example, I may want to defend my fleet holdings from a rival fleet's attack. I may want to attack a rival fleet's holdings. I may want to visit it to maintain defenses damaged during attacks. I may want to visit it to repair my ship at the fleet shipyards.
Well, the list goes on and on about possible uses, the least of which is to get from starbase to research facility. Sadly: to date there are no other uses.
Certainly not the biggest annoyance, but when you're somewhere far away, just transwarping to the starbase, getting dc'd and then being hit by the transwarp cooldown can be a minor bugger.

I understand the saving of the server load by only keeping the map loaded when a player is there, but I dont understand why they cant tie a player to that map if they (for example) load into an stf, then have that map reload for them when they finish said mission.
I would happily trade in an increased load time for this functionality.
