But as others have mentioned, not all vendors pay the same.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

The best thing I can suggest, just transwarp to your fleet star base and use the bartender(50%) there. This way when you are done and leave, it puts you right back where you left, so you can continue on about your business, so you don't have to go out of your way to visit a location with a reasonable bartender. For real, who wants to fly all the way to Drozana Station to sell their vendor trash, I know I don't. Before the walls came down, Drozana Station was not too out of the way, today though, it is one of the most remote locations in the game, TRIBBLE that hot mess.

The outfitter lady behind the counter in the room to the right of the Tailor at ESD, buys at 50%.
The Andorian standing at the bank in the K-7 station, buys at 50%.
The outfitter behind the counter to the left in the docking bay of DS9, also buys at 50%.
There are several others, but these are the most convenient.
If you have access to The Captains Table there is a NPC there that also buys at 50%, but this one is very much out of the way.

The bigger problem now is finding Vendors to sell you Commodities at non-inflated prices now that the Space Freighter Vendors have all 'sailed to the west' with the Space Sector revamp; Tuffli, Cell Ships not withstanding.

Embassy sells most of the commodities the kdf is least likely to get in large amounts via raiding for below vendor prices (warp coils, ireps, entertainment commodities..) while for the rest there is the kdf five finger discount or tuffli/cell - Just throw out a request and see if anyone gives you an invite
Also...don't forget ferengis get a nice discount on most vendor items so if you bulk buy hypos, torps, fighters ect for fleet/general use, it can save you a nice chunk of ec over time

All vendors(except Romulan/Reman) buy at 40% from Romulan-aligned captains, Even the 602 Bartenders. This kind of mismanaged "junk vendor" payment is ridiculous.
We don't want what the Feds have. We want the equivalent. We want fairer treatment. Concern, desire, greed to some extent, and passionate belief that the enough people would buy KDF items to make it worth Cryptic's while.
And what is it with the KDF Vov'wl. Food only, no provisions. They expect the KDF to 'appropriate' it all?

There is also the weapons dealer at the ESD shipyard section.
Also, the armour dealer directly ahead of you when you beam to Deep Space 9.

The Klingon vendors at Qonos and KA who sell gear/hypos. There are also Gorn who give you a "special deal" but they buy at 40% and don't really sell anything useful.
If you want convenience, just transwarp to your fleet starbase, and sell to the Chef. Beam back to Sector, continue with your missions. Problem solved.

Joking aside... what @markhawkman said is correct, usually commodity type vendors sell 40% while, equipment requisition venders sell at 50%...
I wish there were another secret vendors that would sell at 60% to 100% *looks at Cryptic* *cough* Capt's Table *cough*
