Kenim BOFF's still not available at a T III Development Lab

I (still) get the following message in a T3 Development KDF lab.
[System] [InteractionSuccess] Bridge Officer Vendor Unlocked at Tier III in Research in your Research Lab

So despite the patchnotes
Resolved an issue with the Krenim Bridge Officer vendor so that it properly requires Development Tier 3 to allow purchases.


It's still buggy
(too bad that the REmoveAL of the double XP event worked... it was so successfull that it isn't even on the calendar anymore)
Beta, LTA, CE, Multiple preorder Versions, all Addon Packs except AoY, nearly all KDF/Rom and ~50% of all Fedships, over 25 LockboxShips, Endurer of Atari's "Year of Hell", but...
unfortunately:

NOT LOYAL ENOUGH!!!

    on the Fed side this is a problem as well despite the patch notes

    My klingon fleet just completed tier3 development as well, and the bridge officer vendor is still locked on research station...logged out/in and exited/reentered station to ensure it was just a zone refresh issue.

    The 11/24 patch notes stated "Resolved an issue with the Krenim Bridge Officer vendor so that it properly requires Development Tier 3 to allow purchases", so that patch note appears to be false. I have not seen any arc/sto acknowledgement that this is still broken. The 10/1 and 10/8 patch notes do not list this as a known issue... is anyone looking at it?

    I just logged into fed fleet which did research track first, and it has the vendor unlocked but it wont let you buy anything even if have he credits....so perhaps the patch enabled items within vendor list but they forgot to actually unlock the vendor on dev side....I submitted in game bug report for it...was assigned incident number over 3.7 million...thats a lot of bug reports.
