I've been dealing with this issue for Months now (ever since the new sector space), detailing almost every time in the crash report what happened. Yet this crash is still ongoing, do you have people that even read them? or are they they just to make us think you're working?
While doing my Dilithium dailies (the Deferi dailies) the Zaria ground mission crashes about 1/2 of the time. In the zone there is a large cave with 2 Breen groups that have to be eliminated, it seems to always crash in that area (or immediately outside it)
if i get lucky i only have to run the mission once... usually i have to do it 2-3 times, once i ran it 6 times before rage quitting for the day.

I pointed that out in another post about the same problem. A lot of the crashing problems seem specific to certain GPU's having issues with Direct 3D 11 and STO in certain places, where-as some are having issues right from the loading screen.
For example, my old GPU was an nVidia 9400 GT (which was dying anyway) and had crashing issues getting to the character select screen until I went in with safe mode and switched the game to Direct 3D 9. My current GPU, GTX 750 Ti has no crasshing issues at all. Only issue is that FPS is a lil slow using Direct 3D 11, so I dialed back to 9 again.
So, what I get out of this, is that Direct 3D 11 and STO don't like eachother and causes certain GPU's to have a fit. I'm no computer techie, but this just seems to make sense using deductive reasoning.
Im inclined to agree with you on this point. I've games like Witcher 3 on the latest Direct X release without any issue's. Yet STO like you throws a fit, so I have to roll it back to Direct X 10 I think it is. But every now and again STO will try and reinstate the newer version.
That's why I dial it back to 9. 9ex still seems to get occassional crashes for some people.
