Particles flicker during Academy event

To reproduce the bug, follow the steps below.
1. Go to Starfleet Academy or Klingon Academy during the Junior Officer Appreciation Event.
2. Scan particles until you find an isolated particle.
3. Observe that the text "Isolated Particle" flickers.
4. Click "Start Collection".
5. Observe that the text "Expanding Particle" or "Dissipating Particle" flickers. Beneath the text is a bar indicating how much time is left; the bar also flickers.
