The actual bonus damage granted to anything by tactical fleet scales downwards with your resistance to that type of damage. This is specific to each damage type, and is affected by all sources of resistance, though it does not scale upwards with Anchored.
So for example TF grants 37.4% damage. Let's say I have no other cat 2's, so it should be doing face value. And let's say I have an AP weapon and a Plasma weapon, with 50% resist to AP, and 25% resist to Plasma, I'll only get 18.7% bonus to AP, but 28.05% bonus to Plasma - both of which are wrong.

However, radiation damage and physical damage (from reasonant transphasic, adv radiant quantum) are not effected by this bug (using neutronium alloy), however it seems that anchored is buffing these damage types more than it should implying that the -resist from anchored is buffing these two type as well. (This result shows as a side note that starship hull plating doesn't buff physical and radiation resist).
This bug is also present in proton damage (experimental proton weapon) and highlights that starship hull plating gives resistance to proton damage, - resistance from anchored buffs this too AND *DRUMROLL* subspace field modulator buffs by quite alot :P (-400 proton RR +34all).

Glad the bug is getting fixed, but sounds like Tac Fleet is going to end up increasing its buff for ships with high resistances. Not sure if this net effect will be good or not, but to me all bugs are bad bugs. Glad this will be WAI now.
We figured this out 2 days ago. I'm pretty sure it hasn't been patched yet.
