Lag dring startup

Ever since the commencement of S8, when I first log in, I'm getting horrific lag for 1-2 minutes. I mean, 1 or 2 frames/sec. After that everything seems ok, except for occasional lag in the battlezone.

    I have also been having this problem since the S8 update/patch.

    I have to just walk away from my PC for about 2-3 minutes after I select my character because that's about how long it takes for the game to become responsive again.

    This STINKS.

    I'm also having a "rubber banding" problem that I've never had before when I'm on a ground or space map with more than about a dozen NPCs or players ... I'll be moving through the map and suddenly I "snap back" about 2-4 seconds in time.

    Has anyone received a fix for this problem? Is it localized to NVidia or Win7 or 64bit Op systems?

    I can't seem to get any assistance for this issue.

    I just had lag trying to get the patch button. I have no idea how I got the xbox patch server when what I was pinging was http://patchserver.crypticstudios.com, but here is my tracert (first 4 hops deleted for privacy reasons--they were without incident The critical part is what happens when it leaves my ISP--lag on Cogent's end, and timeout on Cryptic's):

    Note that this is also much later at night than the last tracert. It should also be readily evident that the latency doesn't really pick up until moving from Comcast onto Cogentco, and there is still a consistent timeout which this time, for some reason, ended up on the Rebirth patch server despite my doing the same tracert (patchserver.crypticstudios.com) as last time.
