My three Fed characters, Tac, Eng, and Sci, all have the MACO shield and body armor, Mk XIV. I've been using this set because of the Emergency Shield Capacitor. But I wonder if I would do better with another set, like Dyson or Counter Command. As for the weapons, they each carry the TR-116b and the Zeframe Cochrane Shotgun. The reason for that is because of the 100% shield penetration: shields basically don't matter against these weapons. Also, when fighting against the Borg you don't have to remodulate. The only downside is that power cells do nothing to increase firepower since that only works with energy weapons. But with the shield penetration, it's like shooting with power cells all the time anyway. Beyond that, my characters carry the Crossfire Tribble (Borg Tribble against the Borg) and enough large hypos to revive a dead whale.
My question is whether I should stick with the MACO set or switch to another ground set. From what I can see, the MACO set seems to be a pretty good answer to everything, but it's possible that I'm missing something. Any thoughts or suggestions?

Some other things you might take a look at:
Omega or shattering harmonics shield for 40% dodge at mk xiv
Delta armor (+ 2. pc) giving very good resists and some HP, 2pc bonus gives even more HP and run speed, the gun isnt bad either with its primary expose -> secondary exploit
CC Armor + 2pc is one of the strongest energy resists available, 2pc gives 5% CritH
When playing in strong groups fleet recoil compensating armor could be interesting, very low def but 80 CritD.
I've been considering switching to the Jem Hadar set (cloak on taking damage, self heal ability), but i want to run the mission to get the nanoenergy cell recipes first.
I do think the TR-116s for all thing is way overblown. Most sources of kit damage are going to have to go through shields anyway, and you lose access to a lot of cool weapon procs and AOE/control forms from other weapons. I mean, they are cool weapons! It's fun ignoring shields. But it gets dreary seeing them everywhere. I recently came back to the game, and I haven't seen so many TR-116 since launch day.
That instantly clears any Herald "Constructs" that you're fighting.
You obviously can't use it constantly during a ground mission because of the cooldown, but it's nice to occasionally run into the middle of a large group of constructs, pop the EMP and watch them all vanish.

Well, yeah. If the goal is to get to the meat, then anything to bypass defenses is FTW. A dead target can't fight back.
Admittedly, it is "dull" to see. So, fight the trend and fight the "real" way
