So I tried the game at launch.....it was..underwhelming. I have came back off and on since then, still was not what I was looking for in a MMO, specifically Klingon gameplay was...meh at best.
I am now wanting to try it again, I see there are now Romulans, ok. but, how are the Klingons for a start from scratch, new char. I am thinking of reinstalling tonight and starting a new Klingon, so give a returning warrior some advice.

After the initial delta rising release, where the KDF and Romulans saw seemingly 1 ship for every 3 the federation had available to purchase, things have settled into equality with respect to the number of the ship releases. Don't expect the KDF to get any great science vessels at tier 6, though.
Many players on the forums are very tactical focused these days. I'd recommend creating a tac captain with traits geared toward what you want to play.
The R&D/ crafting system has been improved, maybe, but it takes a lot of resources to upgrade things at high levels.
It may take you as much time to go from lvl 50 to 60 as it did to go from lvl 1 to 50. Expect a lot of grinding.
Power creep has seen max DPS numbers climb to seemingly God-like levels, but the enemies are tougher too.
the early kdf storyline is perhaps the best in sto. sto and its heavy focus on combat and lack of exploration seems to suit the kdf better i suppose. unfortunately, once you finish the early kdf missions you start the supposedly 'faction agnostic' missions, which are actually fed missions. your klingon will worry about things like the prime directive, flee from combat, talk up diplomacy, etc.

The Klingon Empire's borders haven't changed, but as far as I know you're no longer blocked from the sectors near Sol, not since the sector space revamp went through a couple months ago. Meaning if you need to get to DS9, you no longer have to take the long way round through Deferi territory.

I guess the biggest change after you left would be marks. I don't know when you left but if you remember grinding STFs for Borg Salvage that you can convert to gear at DS9, that's all gone. There is now a extra tab in your character menu for reputation. You build this up with the respective reputation's marks, some credits, and dilithium and after reaching rank 5 of the reputation, you will unlock all its goods.
eg. Omega reputation includes all the STF gear from before. As you progress in rank you'll be able to purchase parts of gear sets such as impulse engines or personal shields. At rank 5, you'll unlock the omega reputation's special ability (medical nanites) and be able to purchase the last parts of the gear sets (space shields and ground armor).
But I'm getting off topic. You can get reputation marks by playing STFs, special events, and ground zones.
The community? If you play STFs, it's hot or cold, very little warm, unless you are in a fleet. It's either no communication, bail on you as soon as the mission fails or is done, blast you for not knowing something or flaming you for being somebody's idea of ineffective are the most common things. If you get in with a fleet and/ or make friends, it can be very fun. Don't get discouraged, there are lots of good people in the game.
If you want or need help, there are folks who will help out. Whether it is in game, or on the forums, there is help available. A chat channel like DPS-Public can be helpful while in the game if you aren't part of a fleet.
STO has come a long way for PVE content though with the KDF. Ship selection is still an issue, especially for Non-Feds at T6.

Ha, someone that remembers those days. After the Fleet ship system came out and the Feds got more and more rather good ships, actual KDF vessels were used less and less. They sucked in comparison as time went on. KDF teams had no choice but to make far heavier use of Lockbox/Lobi/Event/Promo ships. Unless you were one of our crazies flying the BOP still despite all the power creep the other ships got. I still remember a bunch of the KDF's "Aces" flying BOPs. Their performance probably kept the BOPs reputation up as the Feds' Boogeyman far longer than it actually merited
Of course, it also helps if you do the normal difficulty stuff first, before going to advanced or even elite difficulty. Learn the basics, and then you can move on to the next difficulty.
I guess you can also search the web for standard strategies for the different queued missions.

There was a time, long ago, in an STO far, far away...
That there was a lot of PVP going on. When even the Feds had a long congo line in the PVP queues. When a PVPer could spend his hours playing STO completely in PVP with minimal waiting.
That Starfleet and the KDF were flying their ships and actually looked like Starfleet and the KDF. Before Lockbox ships and their like permeated the game.
