    Are you trying to do this while in space?

    Try going to ground and then trying, Worked for me.

    I'd just like to add that the devs have acknowledged this bug (I'm too lazy to dig out the thread just now), but no fix have been seen in the patch notes so far.
    If you're ever far away from ground and want to change you can just go to ship interior, that should work as well.
