Quartermaster battery doff bug

Hey,
I got a rare battery doff from the exchange that suppose to reduce CD by 80% (Shy'ryk T'shiv). The problem is, it only reduce cool-down by 50%.
Examples:
- 2min CD, put the DOFF, batt go to 1min CD
- 1 min CD, put the DOFF, batt go to 30 sec CD
- 30 sec CD, put the DOFF, batt go to 15 sec CD
Can't tell if it affects all the battery doff or just the rare ones or this specific one.
But the Very rare ones goes for 45mil EC on the exchange, it will totally suck to spend that much money and have half the effect :-/
