unable to upgrade federation type 2 phaser mk 4

i usually got the weapon on higher levels like xi or such and it worked fine there, but due to delta recruits and new character i got one as i went through, and got one on mark iv from night of the comet.
then i leveled up and tried to upgrade it, and i'm unable to put it into the upgrade box. it shows as upgradeable (right click has a upgrade item option), but attempting to put it into the box fails. the dropdown list you get from clicking the item box also doesn't show it, is it even upgradeable at those levels?
i'm not sure whether it's just mk iv that's broken or are the others also affected in this way. it's impossible to get one from that mission before level 11 (at least on klingons), so no mk ii.
edit: mk vi is upgradeable, so it's just mk iv and possibly below that don't work. mk v might be broken too.
