If you receive mail from the Exchange, the mail icon keeps blinking until you click on another icon next to the minimap.
Steps to reproduce
1. Log on to an account with at least two characters.
2. Select a character and click "Play".
3. Replicate "Field Rations".
4. Put the field Rations up for sale on the Exchange for a price that is easily identifiable, but at which no one is likely to buy; for example, 12345 EC.
5. Switch to another character.
6. Buy the field rations you put up for sale in step 4.
7. Log back on to the first character.
8. Notice that the mail icon next to the minimap is blinking.
9. Click on the mail icon. You should have received a message from the Exchange informing you that the field rations were sold.
10. Delete the message from the Exchange and close the mail window. Notice that the mail icon is still blinking.
11. Click on the mail icon again. Then, close the mail window. Notice that the mail icon is still blinking.
12. Click on the PvE queue icon below the minimap. Then, close the PvE queue window.
13. Click on the mail icon again. Then, close the mail window.
14. Notice that the mail icon has stopped blinking.
This has been an issue for as long as I've been playing STO (about two and a half years).

from what I can tell, when you click the blinking mail icon, mail opens up and you "read" the first email in the list.
It apparently doesn't register that you've read it until you've moved to another email and if you delete it, STO still thinks there's an un-read email.
To "fix" it, I've usually read the first email, then clicked on the others, then gone back to first and delete the exchange email.
If that doesn't work, then I send myself an blank email. wait for it to arrive, read it, go to another email and back and then delete. That ususally stops the icon
I've found if you open mail, delete, read, whatever you messages, then click on compose, click on mail again, and then open and close the window a few times, it eventually stops. At least for me.
It's like it's not getting the message that whatever contents there are, have been read and aren't new anymore.
