Dalta Recruit Unable to Unload Kit Modules

Federation Delta Recruit with Tactical Kit Mark VIII Combat (Green) will not allow me to unload kit modules in order to replace kit.

Double clicking or right clicking to unequip kit module does nothing.

    For some reason it will only allow unload of kit modules while on ESD?
