Very Rare Item missing 3rd buff

Got a sword from a Doff mission today. It only has 2 buffs. That something 'working as intended' or just another bug in this buggy game? :rolleyes:

    Had the same on two of my characters.

    One got a very rare with 2 buffs and the other got a rare with only one. Like the OP both were tsunkatse falchion's from the doff assignment 'Ferasan Weapon Manufacturing Techniques'.

    Pre-patch versions don't appear to have been altered.
