When the inventory is open, it's no longer possible to move the character with the arrow keys.

    Not only the inventory and not only on the ground. Any open window or inactive button sometime routes keyboard to itself without any understable reason - this behaviour is new after season 10 update. Great in battle. :/

    I'd occasionally seen this before season 10, but now it happens all the time. Very annoying.

    I can confirm this as well. I usually enjoy a smoke (ciggie in left hand) while I'm doing exchange/inventory business and I'll leave the inventory window open and use my arrow keys while I saunter from mail to bank to exchange consoles. No such luck a few days ago, as arrow keys didn't function. Closed the inventory window and they were magically functioning again.
