Are you sure? I just recorded the sector space on tribble and in the console of the demo recorder it shows a fov of 55.

You however are using the outdated Command for Changing the FOV. The Command you are using changes it for both ground and space. The more likely culprit is that YOU changed your FOV on either ground or space to 25, and it made the change for the other zone as well.
I suggest using the newer commands that Thomas the Cat detailed on Reddit.
These Commands will allow you to set Field of views for Each Zone, without affecting the other.
I've determined that sector space FoV is set to 35. There's no way to show it in-game though, so it took a few map transfers and FoV resets to figure it out. I also fired up a tribble demorecord, but the demorecord for some reason displayed the playback in 55, and everything was really small.
*shrug* Maybe I can set up setregionfov for space as a keybind macro or something. Worth a try.
But what do the numerical values assigned to it mean? Wider angle? Zoom in zoom out? Is there some reason my mouse controls on the camera will stop working and that's why we need the chat comment to set it?

Objects you see at lower FoVs may seem larger as a result, and the background looks like it's closer. Lower FoV might be good for taking screenshots and whatnot. No, I noticed that the camera FOV in Sector Space on Tribble is also altered from what we have on Holodeck. It might be a stop-gap fix for ships being sized down in the new Sector Space and the camera not being able to zoom in that far without the FOV being altered to fake a closer zoom.
Kind of hoping it's just a temporary measure and that they can work it to get a close zoom without having the FOV feel so...weird. Really bugs my eyes, wasn't sure what it was till I saw posts like this.

If you want to quickly cycle through a bunch of different FoVs to see how things look, you can put something like this in your CommandAliases.txt file: (change the gfxsetdefaultfov to the region speciffic commands if you only care about space or ground exclusively.)
to your key binds file will allow you to initialize the bindings for the above to work and allow you to jump back to the default of 55 if you want to reset everything.

That's not FOV, that's draw distance.
You can change that distance by increasing your "world detail distance" dropdown in the graphics options.
So for those of us who have always felt that our ships were displayed too large... does this mean they will become smaller without needing to zoom out? Or that there is a command to set this permanently? (I've been zooming out manually - about two-three clicks from default - but it resets itself quite often.)

Probably not? There were many complaints about zoom distances not matching the old Sector Space, so care was taken to try and match things up as closely as we could. As such, you'll still likely have to zoom out to make your ship appear smaller.
Think of "Zoom" as actually moving your camera closer to and farther from your ship. Think of "FOV" as what you think of as changing the zoom distance on a big fancy camera. 18mm is a very wide FOV, and 200mm is a very tight FOV, all without moving the camera closer to or farther from your target.

We had talked about linking zoom with FOV, but I don't think that ever happened, so I'd be surprised if your FOV actually changed when your camera got closer to your ship.

There are no other ways I know of to extend your visible distance.
Field of view is basically just changing the boundaries of the screen. It has nothing to do with the DISTANCE INTO the screen you can see. Just where the edges are, and the perspective you view it at.

your ship was scaled down and the galaxy map scaled up...
but it's still a default of 55...
Lowest is 16 highest is 159...

New Sector Space has had it's FOV intentionally tightened to 35 to aide in making your ship feel smaller, and stellar bodies feel bigger.

Sure it's a bit harder to watch your surroundings (but not impossible). The extra challenge is cool though.
The main reason is with lower fov, everything in space looks a lot bigger. Ships, stations, planets dont look like small toys this way.

Their absence is an error, and is being looked into.
