"Don't have the time" is, while an unfair oversimplification of Taco's responses, in fact an entirely legitimate reason not to take on a particular work item, especially if it involves cross-functional effort (i.e. requires more than one person's expertise to complete). The alternative is to either backlog something else, or to knowingly take on more work than you can complete in the current sprint/project.

Using your very argument then, what if the Suliban wanted to ally with D'Tan and the Republic?
the suliban didnt fit because they have their own concerns to worry about and besides to the suliban its purely a romulan affair, the romulan republic is about the romulan and reman struggle to be freed from the chains of the past and their imperialist past which has dogged them as a sterotype of being treacherous. the Acamarians have the collectors to worry about and their own world, so them being in the republic is not on the cards, never was.
Exactly why the Suliban are perfect candidates.
They also have a troubled past, and for the most part have remained in seclusion. Their (potential) alliance would benefit them greatly. They'd gain stability, security, shelter, food and water. They'd be integrated into a society and not need to hide away. They'd be able to assist in the upcoming threat, thus (in their eyes) making up for the acts of the Kabal.
It's cool if people don't want to play them, they don't have to, but one day I would like the option for them to be included for those that do wish to utilize them.
Players voted for voyager, and now we have dinosaurs with LaZORS sHOoT MAH beamzors on their heads.

Aside from the disturbing fact people voted for voyager... Dinosaurs with laser beams was probably well out of the scope any of the players voting for voyager envisioned. But yes, we should all keep this in mind.

I would prefer to see something, anything, actually show up on holodeck that started as a player concern/idea etc.
