This is a very rare duty officer mission. It lasts 60 hours and rewards 304 skill points, 36 Expertise, 161 Science XP, 50 Dilithium and 20 EC, and it requires 4 DOFFs.
How are the rewards for this mission calculated? It has a poor reward/time and reward/DOFF ratio for a very rare mission.
It might make sense to me if it was part of a Delta Quadrant assignment chain or if it granted some special reward, but it just doesn't.
Is this intentional? Is a reward missing?

I wish I could offer a simple answer, but there isn't one.
Having a unified and predictable reward structure present in the entirety of the Doff System is one of those things I'd love to find time to improve.

Though I'll say this - I like that some missions are useful to gain dilthium, or others are useful to gain particular items or DOFFs, and others are useful for skill points. I hope any revamp will keep that in mind.
I can also totally understand that there is a bit of a diminishing return in regards to length vs reward so micro-management is encouraged - it would be boring if the solution was just to pick the longest-lasing DOFF missions.

Most doff assignments are waste of time. The challenge of the system is to find the good ones. That one is obviously not.
It could be intentional since in life there are many choices people can make on a daily basis. Some choices result in better outcomes compared to other choices, but the outcome is not always known. At least in STO you get a general idea of what the payout will be.

please dont 'normalise' doffing rewards like you did to missions and patrols. i pretty much have zero faith that i wouldnt come out of it worse off under even the most generous and the best of circumstances.

As a fairly heavy doffer, overall I have to agree. There are some tweaks I'd make here or there to the rewards (more blues on crits of the anomaly scanning assignments?), and perhaps overly-long assignments with low rewards like the example given should be shorter. However, it's not a bad thing to have the assignments all over the map. Sure, I am biased towards the more rewarding ones. But the others are what make it feel like you're sending your crew off to do things.

Are you guys familiar with a data visualization product called Tableau? I've been working on recording all of the costs/rewards/durations of the various assignments in a spreadsheet, and plugging that into Tableau to try to visualize this exact thing--that is, how all of the assignments compare to each other in terms of profitability. It's slow going right now, but mostly because of the need for all the tedious data entry.
