Deliver Prototype Technology requires obsolete plans

The doff mission "deliver prototype technology to allies in gamma quadrant" requires old style plans which aren't available anymore. I suspect that the mission's just become available again because it was located in clusters before.

    I think you are thinking of Recipes. Prototype Plans are the ones you collect from running Secure Prototype espionage DOFF missions, they always have been.
