This game has become almost unplayable for me. My scatter volleys neither scatter nor volley. My torpedo spread is about as spready as one torpedo can get. My antiproton sweep activates about half the time. I spend so much time staring at my power tray to see if my powers are gonna activate, that I miss half the battle!
IDK what the problem is, but this has turned most space battles into mere exercises in frustration. For goodness sake, take the game offline for a day and fix these issues. Please!

Taking the sever offline for an extend period of time would just exacerbate the situation by pissing off customers and still not solving the problem.

My issue is less with the game but more the fact that it seems it lacks any and all directions.
The content that exists is good but there should be more... the current thinking in management seems to me as "Let's figure out how to squeeze another dollar today" as opposed to actually having a business plan/game design planned out.

You need to have your photonic rectal extraction tool examined. EVERY player who has played STO since the introduction of the Anniversary event has experienced the problems the OP mentioned.

Let's see... I have had my BOff's unseated... Irritating, it happens once every day or two over 20-odd character logins. Never lost a DOff, never had a console moved, a lot of rubber-banding the first few hours of the anniversary patch, nothing to speak of since, rarely enter PvE queuesm some latenct using onscreen commands, less using keyboard shortcuts, greyed out trays... Yes in my new Klingon, but you can use the skills regardless. Serber disconnects... I can't comment on, as my internet decides to die regularly during my gaming hours. No rollback, I've never abused the mail system, no clue what the loading screen of death is and no clue what the last complaint is.

I wouldn't go that far. It's not every player. It's some, maybe a just a few maybe more than a few, but not every. If you go back and look at your own threads you will see most of the responses are people saying they aren't seeing those issues. And some of the people responding have even tried to help you troubleshoot.
Since you are speaking for everyone figured I would go through your list.
Boff officers unseated - Not an anniversary thing. Has been around for a while, so shouldn't be on your anniversary list. Dev's have yet to be able to replicate it, but have looked into it and I imagine continue to do so. I have seen it a couple of times, just use it as roleplay. Call my boffs to battlestations. Using loadouts makes it pretty much a non-issue.

I've had many of these issues. If I go to my bridge officers skill menu right now it'll deselect the one I trained them with and select the original skill they came with. About as often as that happens I'll find for some reason all my bridge officers have been removed from their stations too.

He doesn't, in fact. He's one of the most rampant cryptic defenders and jockeying (in vain) for the title of Most Whitest Knight. The title is securely held, though this hasn't stopped him from repeatedly berating people that have even hinted that the server is to blame and repeatedly shifts blame to any player that isn't 100% happy with the game.

You need to have your photonic rectal extraction tool examined. EVERY player who has played STO since the introduction of the Anniversary event has experienced the problems the OP mentioned.
No one has gone unscathed look at the sheer amount of forum threads that were shut down or consolidated over the complaints like the following:
Boff officers unseated
Doffs missing altogether
Ship consoles rearranged or missing
Boff skills completely changed or missing
Doff assignments missing
Rubberbanding AKA the Texas 5 step [1 step forward and 4 steps backwards]
PVE ques that force you into a leaver penalty because you cannot complete them.
User Interface Latency issues of anywhere between 2-6 seconds.
Grayed out power trays
Enemies that are stuck inside soft walls who shoot you but cannot be harmed by you.
Multiple Random Disconnects due to server instability
Rollback on reputation and not getting credit for missions in progress.
Items lost in the mail system
The loading screen of DEATH
ISP nodes that malfunctioned as admitted by engineers and the cryptic staff
Dare I say it COGENT and their deliberate flow reduction of the data stream
Everyone who has played STO in the last month has dealt with at least one of these issues or like the majority of us several at one time. For you to attempt to say that there are players who haven't experienced any of the above shows me you don't play STO.
Let's see... I have had my BOff's unseated... Irritating, it happens once every day or two over 20-odd character logins. Never lost a DOff, never had a console moved, a lot of rubber-banding the first few hours of the anniversary patch, nothing to speak of since, rarely enter PvE queuesm some latenct using onscreen commands, less using keyboard shortcuts, greyed out trays... Yes in my new Klingon, but you can use the skills regardless. Serber disconnects... I can't comment on, as my internet decides to die regularly during my gaming hours. No rollback, I've never abused the mail system, no clue what the loading screen of death is and no clue what the last complaint is.
I wouldn't go that far. It's not every player. It's some, maybe a just a few maybe more than a few, but not every. If you go back and look at your own threads you will see most of the responses are people saying they aren't seeing those issues. And some of the people responding have even tried to help you troubleshoot.
Since you are speaking for everyone figured I would go through your list.
Boff officers unseated - Not an anniversary thing. Has been around for a while, so shouldn't be on your anniversary list. Dev's have yet to be able to replicate it, but have looked into it and I imagine continue to do so. I have seen it a couple of times, just use it as roleplay. Call my boffs to battlestations. Using loadouts makes it pretty much a non-issue.
Doffs missing altogether - Never seen this.
Ship consoles rearranged or missing - Never seen this. Again though, loadouts would help you here.
Boff skills completely changed or missing - Never seen this.
Doff assignments missing - Never seen this. Though there was mention of failed assignments not having to be acknowledged a few weeks back. Think that thread had a couple people who saw it, most did not.
Rubberbanding AKA the Texas 5 step [1 step forward and 4 steps backwards] - Has been around since beta. Any map where you get 50 of your closest friends on with you will give you this. Usually not an issue because the maps are more sparsely populated. During events, it gets crowded. I've seen worse Rubberbanding is Planetside. Though it does make for awesome lag-shielding there.

Items lost in the mail system - Only seen this when I've deleted the email before taking things out. You do know you have to be at a mail terminal to pull items from emails, yes?
The loading screen of DEATH - Saw this before. It was a DX issue with the local computer. Rebooting fixed it. IF you google "STO Loading Screen Lockup" you should find some suggested fixes.

A majority of people do not see these issues, or if they do don't consider hiccup now and then rage-worthy. It's a game you play over the internet. There will be blood. I'm not speaking for everyone, just myself. I'm sorry you aren't having fun, but I'm not having the problems you say I am and what issues I do see are not even up to the level of an annoyance, just minor first world problems.

This exactly... I'm getting the tray issues on a single (relatively new) character, whilst my main is the only one experiencing problems with Boff skills not appearing (at least prepatch)...
However, the internet never got in the way of the 'reality'...
I honestly do not believe most of that stuff has never happened to you.
This is all anyone in game talks about.
This IS SO IMPORTANT.
Spend less time adding new ships/shiny things & spend more time polishing the game. So many little things are messed up. :-)
Little things like when I finish mining and just stand there the mining laser goes away and my arm goes inside my body.
I've had many of these issues. If I go to my bridge officers skill menu right now it'll deselect the one I trained them with and select the original skill they came with. About as often as that happens I'll find for some reason all my bridge officers have been removed from their stations too.
