As I recall fact if mission qualify for dilithium rewards depends on average time all players spend doing that mission and must be higher then 15 minutes, right?
But right now it is not only average time but also actual time player spend doing mission.
With one char which need ~20 minutes to complete mission I get both spotlight bonus and mission reward. With second char, which do mission in less then 10 minutes, got only spotlight bonus.
I suppose it is bug, but if this is some another silent nerf (no info in any patchnotes) why are we, players, punish because we can be better than average?

I'm confused. You know that it must be higher than 15 minutes to get the dilithium reward then ask if it's a bug if you don't get it in less than 10 minutes?
The mission runs have to be around 15+ minutes to get any dilithium IIRC (it's been a few since I've actually stopped to pay attention to it). You can't just race through it and get it. The time sink in this is to stop people from just running missions and blowing through it to get the dilithium.

No, it was average time that must be more that 15 minutes to make mission qualify for rewards, so if one person do it in 30 minutes and second need only 10 both get reward because average time played is over 15 ( (30+10)/2=20>15).
Until now it doesn't matter how fast I did mission as long as mission itself qualify for reward. Now it has changed and good players are punish for being good.
A thing to ask, is if republishing recalculates the average playthru and thus changes the payout. I have wondered exactly how and when that math was figured for the payout, if it was dynamically recalculated all the time, or if there were specific times like republishing that force the issue
Though based on his report... it seems odd that you would get the spotlight bonus and not the mission payout, and not say the reverse because of some account bind craziness
