DOFF selection list for assignements incomplete

Example: I want to "Fabricate Console from Powered Alien Artifact". I want to add "Technician Horatio" (from the Hamlet holodeck assignment) to the roster for this assignment. He's not on Active Duty, he's not in any other assignment. All the filters are cleared (that is, I've got it to show everything, all traits, all specializations, etc). Horatio doesn't appear in the list of selectable DOFFs. If I pare down the filters to show "Specialization: Technician" plus "Very Rare Quality", Horatio doesn't show. I can't even clear the slot of the currently slotted DOFF, as the button has been grayed out.

I have the same problem. I have 2 "Dominion fugitive" prisoners and can't use them for anything because they don't show in the assignment list. Also, have a rare blue chef that is also unusable for anything.

You can't even use the Dominion Fugitives in the "Exchange prisoners with Dominion" assignment? Or "Return fugitive to Facility 4028"?
