Bridge Officer Specialization: Command Officer
These new abilities focus on tactical and strategic maneuvers in combat.
The availability of new Bridge Officers that have Command Officer training will be limited.
Players will need to advance in the Command Officer Captain Specialization in order to train their existing Bridge Officers to make use of Command Officer abilities.
The new powers include 10 new Ground abilities and 10 new Space abilities for Bridge Officers.
This is a work in progress and all powers are subject to change.
There will be a blog in the near future with more information on this new Bridge Officer Specialization option.
FYI, it looks like a full Dev Blog with more information about this feature is scheduled for release next week.
Until then, I'll try to answer any questions that come up as you test the feature in its current state on Tribble.
NOTE: The only way (currently) to have access to Command Bridge Officers, is to create one using the new Bridge Officer Training system. You must spend 10 points in the new Command Officer Captain Specialization in order to unlock the Specialization Qualification item used to add a Specialization to an existing Bridge Officer.

This Frustrates Me....
I have put in 8 hours a Day in this Game and Only have 1 Toon to level 60, and I had to mostly stop playing it to grind the rest. Now you tell me I either need to Grind 10 Spec points, to add command abilities, or I have to swap out some of my Boffs to get boffs with those abilites... grrr.
For all this Work These better be T6 Federation Dreadnaughts with Command Hybrid Seats...
OTherwise I just wish that Intel/Command USed the same Hybrid Seats, that would make life Easier.
What bridge officer slot on a ship can you place these new 'command' abilities in? Are they going to be restricted to a new 'command' ship or can existing ships use them?

Command Specialist Bridge Officers will only be able to use Command Space Abilities on ships that have a Hybrid Command Seat. We have not yet announced what ships will have this seat, but it is a planned feature. We recognize that not having these available will limit testing viability for the Space abilities.

So just like intel hybrid seats except there is a chance some existing ships might get them too?
Ummm... more $30 dollar ships to get the Command Specialist slots.

As much as I love using new bridge officer abilities, something I have been asking for since I started playing, the barrier of entry in the exp grind and $30 ships is too high unfortunately.
Command/lt command being restricted to a set of new ships is an obvious move, but going to need universal specialization slots on some ships, at least at the lt and/or ens levels or things are going to get out of hand very quickly.
The Command Officer mechanic would work great as a First Officer bridge slot for existing/future ships.
Nah, that'll never happen. They'll just release 'command ships' that are another 30$ each, a 150$ 'command pack' and the lockbox ship will be some abominable hybrid every specialization clusterfrak.
The whole "spend $30 to grind Argala to get the specialization needed to actually use your ship and then rinse/repeat" thing just pisses me off.
So, I'll give a few suggestions instead of ******** and moaning:
1) Just as you have the option to add a specialization to a bridge officer candidate, add a means to get a specialization to a bridge officer slot on a ship.
or
2) Increase XP across the board. If the cycle is going to be this short between new ships/specializations, you have to make it easier/less grindy to get there. I'm on 27 of Intelligence, and the idea of having to do another around again makes me nauseous.
or
3) Give people more options to use their favorite looks on the new ships. People pay for both looks and power creep, so maybe they'll pay another $30 if they can keep a Defiant/Galaxy/Voyager-ish looking ship with an option of a different BOFFs setup.

I was thinking it would probably be better to be called Operations Officer...as that is pretty much what they do according to Star Trek. I never heard of a Command Officer.

It would be cool if you guys should made a special tribble test ship. It can be T5, have bad stats, and look crappy but have hybrid seating so powers can be tested. You could call it the Tribble class or even borticus class.
It would really help with testing new specialization powers rather than waiting for them to go live

Well, I know Cryptic at one point had plans for a "First Officer" system, that eventually did not come to pass. If there is going to be a Command spec tree, I think it would be a fine addition to any ship to allow this feature to finally be added.
A First Officer bridge officer slot on every ship (even with limited bridge officer powers) would be a nice way to introduce players to the game mechanics, in case Cryptic wanted to go with "Command Ships" in the future, that offered more Command power usage.
I barely have any experience with the Intelligence powers since the only Intelligence ship I have is the Breen Carrier.
If Cryptic wanted to capitalize and get the most out of monetizing the Command spec tree, I think the best way to go about it is give the rest of the playerbase a taste of what it can do by retroactively adding it to all of the end-game ships as First Officer bridge slots.

I went with Operations officer because the description matches what an Operations Officer does. An Executive Officer/First Officer's primary duty is making sure the crew is properly trained. I could see a mechanic added on that improves Boff powers or reduces timers...something like that.

Then you haven't actually been following Star Trek very closely at all:
STO refers to the "Red" shirts, as Tactical Officers. In reality, these are actually Command Officers. The "Gold" shirts are either Operations or Tactical Officers. In STO, they decided to make the Red shirts "Tactical", and keep Gold solely as Engineers.

and if they really do not want to put to much effort in just make is a white box and name it The Tribble Boxicus
now that would be somewhat amusing to see invasion of the white boxes
I would like to see older ships get updated to allow hybrid seats myself aside from the money issue.
Frankly, money or no; the list of ships is beginning to get unmanageably huge by this point as far as I am concerned, so I would like it if they started alternating new ships with a revisiting of old ships.
When they decided to revamp the "Stations" panel on the UI, why not throw an additional feature in, which allows us to "Upgrade station" to Universal Specialization? Either for Dilithium, or a set Zen fee.

Always a chance, I suppose. But it's not currently in our design plans to do so.

Next lockbox ships will almost definitely have them, and the Anniversary ship likely will, too.
At least, in Lieutenant or Lt. Commander seats.
That's unfortunate
And you Devs wonder why quite a few people are dissatisfied with your decisions.
You have the perfect chance to bring back some forgotten and disused ships into the limelight as it were, and you're going to squander it.
How do you expect them to sell new and expensive ships? remember the rules of acquisition.
Second impression pending patch download.

All of the above, sums up Cryptic rather well, don't you think?

Everyone's a Command Officer, technically.
Redshirts are Tactical/Security
Goldshirts are Engineering/Operations
Blueshirts are Science/Medical
Nice idea.
