You always know who it is when you're talking to him on coms. This could be very useful in certain situations, such as if he stole an enemy ship and you hailed what you thought was an {X enemy species} ship before you opened fire.
"Ensign, ready the phasers and open a channel."
"Channel open, sir."
"Jem'Hadar vessel! Power down your weapons and shields or we will open fire!"
"This is Kurland! Kurland here!"
"Belay that order, Ensign; there's only one man who introduces himself like that. Power down the phasers and escort the man back to DS9...before he loses it again."

He didn't try to run off and almost die in a shuttle craft like his brother or cousin Jake did when he didn't get to take the Academy entrance exam. That we know of.

Honestly I don't think the guy was as bad as he was made out to be. I don't think it is realistic to expect that he would NOT have to fall back with 2800 ships coming out of the wormhole completely without warning unlike with several other incidents in the game where the characters knew where the active front in the war was. I had the feeling that he was invested in getting his station back. Some people found him annoying--but honestly he didn't bother me.

I don't think many people would disagree with you; it's just that his constant "THIS IS KURLAND!!! KURLAND HERE!!!" annoys a lot of people. I find it only mildly annoying myself; YMMV I guess.

I would agree if that wasn't the third time he'd lost control of his station.
Something positive?

He doesn't pretend to outrank me.

Sounded more Scottish to me.
