New Romulus Reputation Unlocked Quests Not Scaling

Background - When your character is on New Romulus (daily area i.e. staging area) you are scaled to level 50 whilst in the open area's. As you unlock the reputation tiers new quests open up to you that are in their own instance i.e. not in the general quest area. NPC's in the open area will give the player skill points as the players level is scaled down.

Bug - Doing the following quests when your character is above level 50 the NPC's don't scale with you and you won't get any skill points due to the NPCs being -10 levels.

Tier 1 - New Romulus : The Warehouse
Tier 2 - New Romulus : Mountain Base
Tier 3 - New Romulus : Overgrown Caves
Tier 4 - New Romulus : The Power Source

As these quests are not part of the open play area the NPC's should scale with the player level (i.e. be level 60) and award skill points per NPC kill.

Reproduce steps - A character that is 51-60 taken into the above quests, the system will state that you are playing the quest as a level 51-60 but all NPCs will be 50.
Anything that happens, happens. Anything that in happening, causes something else to happen, causes something else to happen. Anything that in happening, causes itself to happen again, happens again.
It doesn't necessarily do it in chronological order though.

    If I remember correctly you are scaled back to 50, regardlessof level, in that area, same with the Dyson and Undine battle zones. I would presume this applies to the instanced unlock quests too.

    You dont get scaled back, its says 'You are fighting at Fleet Admiral 60' when you enter the mission. When outside you are scaled back 'Fleet Admiral (60) VA (50)'. As a result, from either the NPCs not scaling to you or you not scaling to them you dont get any skill points for killing them.

    It might also happen in the other 50 zones if they have missions that are unlocked and done in their own instance. I'm on the Romulan rep at the moment and haven't done those yet.

    Hy, I'm having problems with the New Romulus levels:

    I've completed all assignments i could find, but I still can't get into the warehouse...

    When I try, I get the answer:
    ˝Access to this instance is reserved for officers who have completed Tier 1 of Romulan Reputation.˝

    How do I get to Tier 1?

    I'm playing as starfleet tactical and I'm currently a Vice Admiral 53 (scaled to 50 for New Romulus)...

    Any suggetions would be appreciated.

    Nevermind, I just got the Reputation bar explanation after entering the dyson sphere...
