elachi set not registering on sheshar

Has anyone noticed this or reported it? Looked, didn't see it.
The elachi weapon set
http://sto.gamepedia.com/Silent_Enemy_Set
is supposed to go to 6 charges when equipped on an elachi ship. It does this on the s'goth and monbosh. I think there's actually some buff icon of some sort that may even show up when it gets to 6. Anyway. On regular ships the charge count goes up to 3. This is normal behavior.
So,
On the Sheshar it only goes to 3, it should be going to 6, it's an elachi ship.
that's it. I'll keep an eye on it, haven't had the ship long.
