This of cause opens the Question: Is the Q we know in STO, just an Iconian in disguise? Is it a plot to provoke an incident between the Q and the Humanoids of the alpha and beta quadrants?

Those who want to see Iconians behind every tree would very well be susceptible to accept "Iconians" as an answer to anything not understood & possibly hostile .
On one hand Q fits both those descriptions (in the tv shows).

The letter puts me in deep doubt as to his STO vilanny ... as somehow silly hats are not what I think of as the Iconians latest depraved plan ... .;)
^The Q are MUCH older and MUCH more powerful than the Iconians, even other "intelligent" races by their standards are only mildly worth mentioning in comparison. Iconians are NOT what the Q would considered and "Evolved" species.
The Iconians are much more advanced than the Borg, so it stands to reason that they could easily take on the appearence of Q and poke around in our mediocre lives a little...

^The Q don't respect or fear the Borg, they find them amusing, efficient, and "maybe" like minded by the whole species focusing on the single purpose on improving. Q only used the Borg to show the Federation just how unprepared the Human Race was for space. They didn't want to introduce species like the Iconians which would have decimated the Federation as they are even beyond the Borg. The Borg have problems with species 8472 due to them being so different in fluidic space, the Q live on a total different plane of existence, the idea they would be threatened by the Borg is just poor humor.
I would agree, apart from the fact that we know that even the Q have weaknesses that "regular" beings can exploit (as indicated by Q(uinn)s statement to Tuvok), and Q-Junior clearly being put in his place in the video linked above.
After all, why would the continuum be bothered by Q-Junior provoking the borg, if the borg could not harm them?
Given what we know of the Q, they'd likely would not even bother sending them back to where they came from.

As for that video, the reason why Q might not have wanted to provoke the Borg is because the Q don't want to assist the Borg into wiping out other species that could "possibly Evolve". Remember Q original got in trouble by continually messing with Humanity, and making the Human race meet the Borg before they were supposed to might have screwed up timelines for millions of years. The Q are not immune to the flow of time, though they do play with it alot, so if the Borg somehow got a hold of a infant Q, it could easily mess with their progression.
An adolescent Q is about as weak and vulnerable as Guinan physically. Yes her species knows and to some degree can fend off the Q, but they are not advanced enough to defend off the board as their powers do not involve cosmic hand waving. A "young" Q could easily TRIBBLE up when playing with the Borg, as Q can be killed by "Super Natural" means like Planet Tornadoes or Star Bullets.
The idea that the Continuum would be threatened by the Iconians or the Borg though is laughable, as even Guinan's species has no understanding of the Q's plane of existence, and no can actually stop the Q from doing what they want beyond other Q. Not once has ANY species actually threatened the Q, not even the Prophets from DS9.
Even though this could be considered non-canon, this novel however does reveal that there are in fact, beings as powerful, if not more powerful than the common single Q!

The Borg are incredibly destructive and their reaction to an unfettered Q using them as a plaything would be somewhat unpredictable. Said reaction could cause a great deal of death and destruction as collateral damage, which is unacceptable and would be irritating insofar as having to, as Q lamented about his son, having to clean up the mess. The idea the Borg could do the slightest bit of anything at all to the Q is laughable, to put it in the most charitable terms.
Also, Quinn does not indicate that such weaknesses are of the kind that would allow lesser beings to actually harm them. The Q have more than enough personality to be potentially manipulated or such; Q himself would almost certainly react favourably to flattery for his ego.....a weakness.
Finally, we know the Q Continuum as a whole can overcome and depower a single Q. This was done to Q himself, and his son. No-one else can do this.
The Q make the ancients look like a joke, they are Billions of year old and the fight with STARS for bullets
The idea of anything of mortal comprehension like a mere star or physical object being worth even chump change to a Q is restricted to the novels. In the actual series, Q idly noted that the solution to the destabilising orbit of a moon was to change the gravitational constant of the universe. That is, quite frankly, absolutely mental. In terms of fighting between Q, stars were involved during the Q Civil War.....entire regions of space having stars go supernova was collateral damage of Q combat in a completely different dimension. They were shredding subspace like sparks off a clashing blade.
If I understand the inference, my thinking is no, Delancy's Q was well identified throughout his appearances as being a member of the continuum not some kind of a pretender and if there was an implication the Iconians have any relationship with the Q, I would also say no, in every example given of the Q, not just Delancey's Q, they have virtual omnipotence, that being the case if they were the Iconians, why would they need to pus*y foot around manipulating races against each other when they could alter everything to their whims with the snap of a finger?
Also in most of Delancey Q's encounters he was never really an enemy, there was never malevolent intent, in the end there was almost always a lesson he wanted Picard and by extension humanity to learn.
Lastly let's bear in mind that the Iconians as the big bad race is a product of STO manufacture, just as Species 8472 and the Voth have been twisted into something far different from what they were. So far as any of the TV series were concerned the Iconians were a just long dead race who had been destroyed because their portal technology was greatly feared and all that remains of them are their artifacts scattered around the galaxy.
All that aside whatever Q may be, he has never been an enemy.
I just noticed STO Q, this Q I believe is Q junior and is established in Voyager to be Q and this is really getting silly having no reference for the plural or identity when referring to these jokers.
