[Game Mechanics] Torp Spread reduces fire rate of Beams

Hey there, yesterday I encountered a bug that was unknown to me until now. I created a new loadout for my PvE Ship using only beams. I had a wasted lt. skill left and decided to skill Torp Spread II just to trigger my inspirational leader trait to improve my dps although I have no torpedos equipped at all.
When I first tested my new Ship, it's dps was surprisingly low and it felt like my beams had a lot of firing pauses. So I asked a friend to do some tests in a 1on1 situation.

We both used Ships with 5 fore weapon slots, equipped with 5 dual beam banks and left our rear slots empty.

We started with 1 DBB (autofire activated) shooting unbuffed at each other for ~1 min.
Results:

1 DBB, NO skills activated ≈ equal number of shots for both of us
5 DBB, NO skills activated ≈ equal number of shots for both of us
5 DBB, basic skill chain activated without torp spread ≈ equal number of shots for both of us
5 DBB, basic skill chain activated with torp spread in my chain ≈ about 30-40% difference in shots fired

Skill chain used: 2x TacTeam, 2x FAW III, APB I & APB III, EPtS, EPtW, distribute shields.


Ships used:
Scimitar (upgraded) for my friend
Andorian Charal (upgraded) for me

Additinal Info:
Samplesize was always >1000 Shots to eliminate randomness/lag/etc


How is activating a torpedo skill supposed to lower my beams rate of fire?
