I have experienced this as well in an Undine Infiltration Advanced, and filed a ticket on it. I camped out by the Temple to watch for the full duration of the optional and saw not a single Undine. I ruled out any signs of "invisible activity" (i.e. something spawning but not being visible) by a) checking my map and saw no red "enemy" dots, b) asking my teammates and watching for any signs of reactions to them, and c) watching the Orb for any signs of an Undine victory in the Temple. None of these were consistent with the Undine spawning.
I wonder if this is at all similar to the bug causing the Command Ships to not always appear in Red Alerts? All of the symptoms and behavior were VERY much like that.

Update: The PvE is currently down at the moment, hopefully fixing this issue. Once it is up, I'll test (on holodeck) to see if the issue has been debugged.
Update: PvE is back up. Refreshed? Problem solved? No? Undine still will not spawn to go after the orb? Aye. So I am back here again so that this issue gets addressed and resolved.
Update: I just had second run like this myself tonight, where the Undine mobs did not spawn by the temple.
My team was talkative tonight so I was able to ask them all if they were seeing mobs that I was not, and they also reported no Undine present. Multiple teammates reported that they had seen this bug on occasions before as well.

--What level of STF were you playing?
--(If UIN or UIA) What level was your toon, and do you happen to know what levels any of your teammates were?
--If so, did fires appear for you to put out?
--Did the objective complete if you did get them out out in the allotted time?
An Orb Fight objective that DID spawn enemies?
--If so, what level was it: Normal, Advanced, or Elite?
--(If UIN or UIA) What level was your toon? Do you happen to know the levels of any of your teammates?
--If enemies spawned, could you see what level the mobs were?
--Did the objective complete if you defeated the attacking Undine?
If you had a bugged fight with NO mobs, did the optional register as successfully ckmeted even though you didn't have to fight anything?
(One final note: mobs in the underground caves work well for me, or have on the two times I have played since DR.)
What I am trying to get to is, is it just UIA that is bugged, or are UIN and UIE also affected? Also, does this bug only affect mobs or is it all of the Optional coding that's borked in that STF? That may give us enough information to get this flagged for dev attention.

I never had problems with the firefight optional. I only play advanced, and haven't kept track of what level everyone is (I'm level 51-52). Only bug I encounter is when we get the orb optional.
Confirmed that the firefighting optional still worked for me in UIA. Fires appear and the objective does complete if you get them all put out. Was Level 57 at the time of that run.
It would be good to make sure no one else has a problem with this objective, to make sure the problem is solely the mobs in the Orb optional.

Experienced this again last night and confirmed with my team that we all saw the same thing.
One item of note: I did look at the minimap this time and noticed there WERE red dots earlier in the STF indicating angry Bajorans. I will attempt to verify if this is true every time on tonight's run but I think it is safe now to say that the only mobs not spawning in are the ones that are supposed to spawn from the Orb optional in the Temple vicinity. Cave mobs are also unaffected, and working properly.
Would be interested to know if the devs have been able to see this bug too.

I just done an instance of this PvE this night where we encountered this bug. It was on "advanced", and I was playing level 52 aside a 55, 59, 54, and another 55. All of us were matching level 60.
To summarize: I played Undine Infiltration Advanced tonight. We were given the optional objective of defending th orb of the prophets from the Undine. However, No Undines spawn around the orb temple.
This is my favorite PvE I can play ATM, and defending the temple is my favorite part. So I would like to see it fixed.

Just had my first 2 encounters of this bug since the last patch. The bug still persists, I think they are still working on a fix.
Edit: Just a few minutes ago, this bug occurred again, not fixed from last patch.
I can now confirm after my first Elite run in this STF to have this as the optional, that all incorrect behavior I have reported for UIA occurs in exactly the same way in UIE.

Yes, I confirm that they spawn too now. Makes me a little happier.
