The Solanae Core at Epic, the Deflector at Mk XIV UR. That's all I've been able to work up on the set so far.
I don't know about the Dyson upgrade, but whoever was telling you information about the Solanae Set was swimming in a pool of bull****.
The upgrade for the solanae core might be random. I was on tribble and upgraded the Obelisk core and got a different mod than a fleetmate that got [AMP] on their core.

I was just on tribble and updated 5 Solanae cores on 5 different characters, all 5 upgraded to [AMP]. So maybe it's not random.

Well thats a shame, i was hoping to get my breen set to mkXIII for a purist breen set. guess thats a pipe dream. useless. same old cryptic..... say theyre giving us what we want, but they give us the opposite; as well as ignore or nerf what we hoped might have been good.

Why? For giggles. Ii was enjoying the Sarr Thein with a mixed set Elite Fleet, Adapted MACO etc.
How much? 40 million EC for the 4-piece space set. The other gear was from my Scimidar.
Why not all EPIC? Too expensive for a very small return. I can upgrade 7 alts for that price.
How's it Fly? I ran advanced STF's with the breen XI gear without difficulty. This upgraded version's differences were multiple, allowing me to drop Syphon II for TBR 2, got rid of the Aceton assimilator (unnecessary), and added back the new defense console.
TBH Solonae is more useful especially if you go AP...

Solonae Deflector is more for Sci PartG builds than any other Deflector as at Epic 14 its +60 part gens IIRC either 60 or 55 but its still crazy high i have UR 14 deflector and it gives me +50 so its the best sci deflector i know of

No idea how. I used 2 of the free superior upgrades from DR, the rest were superiors from the exchange. I had the materials to make all the upgrades, I was just too lazy and a wee bit intoxicated.

Looking to me like he has a purple deflector doff slotted and it's affecting the cool down of the breen energy dissapator (since it's a deflector based ability.

Yeah, gear will sometimes show various DOFF items as well as others things such as that.
FWIW, on my torpedo boat with the Core & Engines for the 2pcs Transphasic bonus, tooltip Damage was up on RR Transphasic and Breen Cluster Torp by 7.2 to 7.5%.
(I did upgrade the engines to Mk XIII VR, but that doesnt appear to have effected the bonus)

Yeah, I was planning on testing it out on my Benthan Cruiser torp boat later, hopefully the weak shields won't make me explode too much.
