    You need to have spent 22 (or 23?) spec points in the Intel tree before you can train Intel powers.

    Okay, thanks to all the wonderful advice I received here, I did a complete overhaul. :)

    Swiftie 2

    Most notably, I saved 3 Damage Control Engineers, doing a trusted 'quad' of EPtW/EPtS, To that end I made the Universal Ensign an Engineer (EPtS1). And I gave the second Intel/Sci boff HE1 (I'm an Engineer myself, I only need to stave off plasma burns, really: I have plenty heals otherwise).

    It has now 2 copies of Kinetic Magnet too (don't really have room for a Torp here, but I figured I might 'borrow' a few from others *g*).

    The single copy of SS3 now runs perma with 2x CD reduction doffs for cannon attacks (see above posts).

    DPS has significantly improved. :)

    N.B. The Engineers are Efficient; and one has Superior Subterfuge (for extra Defense). And the Sci Intel boff is 'Mr. potatohead' from the DR storyline, who is also Efficient, and has the Pirate Trait on top of that.

    If you have them, swap out the Locators for Exploiters. Since you're running SS3 you have enough crit H, with the Exploiters your CritD will be much higher and you'll hit even harder. :)

    If you have them, swap out the Locators for Exploiters. Since you're running SS3 you have enough crit H, with the Exploiters your CritD will be much higher and you'll hit even harder. :)

    Damn, you're right! :) Forgot all about the Exploiters! LOL. I had fit the Bioneural Infusers, just for the extra CtrD, but had completely forgotten about the existence of the Exploiters. Thanks!

    I have a Phantom that I have just played around with a bit and had a couple questions on your build if you don't mind?

    1. Do you ever have problems with offline systems? You run OSS but have no Engineering Team, how do you deal with the offline effect?

    2. I notice you don't have any Cannon Skills (Scatter Volley, Rapid Fire) Do you find you miss these at all? Wouldn't you want at least 1 scatter volley to deal damage to large mobs?

    3. I have never tried running 4 Emergency Power abilities. Emergency Power Abilities trigger cool down on all other Emergency Power abilities. When running 4 of these, aren't you effectively wasting 2 skills? It seems like they would share the same cool downs.

    I thought I would have, but I don't. I'm a human Fed myself, with another human boff: even against Tholians my systems rarely go off-line; and if they do, they're back up almost immediately (with still 0/9 on Subsystem Repairs, btw).

    Besides, on OSS3, the offline period is reduced to only 2 seconds. And should I really, really need to make repairs, as an Engineer I can fall back on double-tap MW3. Yawn.

    Honestly, nothing beats the perma-running +40% CrtH from SS3. :) And if I mix in a CRF, the CrtD build breaks (I'm using Vulnerability Exploiters now).

    They *are* on a shared cooldown, but since they belong to 2 different subsystems, the 2x2 matrix will yield contiguous uptime on both EPtW and EPtS, without the need for any Damage Control Engineers! This little trick doesn't work for, say, attack patterns; but for EPtX skills, it works like a charm. :) If you keybind, in my build, EPtW3/EPtS1/EPtW2/EPtS1, you'll see the magic happen!

    And saving 3 Doffs is a major thing. Especially since I can add a cannon/beam CD-reduction doff or two, to ensure SS3 is *always* running. With the Reciprocity Trait, you may not even need those (much like you don't need Zemoks any more). I'm telling ya, OSS3 + Reciprocity is the new A2B! :)

    I'm going to try the Emergency Power trick because right now I'm doing the Damage Control Doff system.

    I think I will need to keep an Engineering Team though because I can't do OSS3. At 160k per Spec Point, I won't be able to train intel abilities for months.

    Some interesting ideas to play with though, I'm going to give some of that a try. Right now I'm doing 3 cannons and 1 DBB and using a Beam Overload for Spike Damage. It's an effective setup, but I was interested in trying some other ideas.

    Thanks for the tips, I'll have some things to try over the next day or two.

    I'm pretty experienced in Cruisers, but I'm still figuring stuff out for Escort Builds. :D

    I do too, normally. But, in this case, the single ET1 breaks the entire quad-setup, and costs 3 doffs to boot.

    Well, if you're online now (I am), we can quickly do a test to see whether I can train your boffs. :) With all bugs going on, who knows.

    I appreciate that, but I'm at work right now. I believe that Intel BoFFs can't be traded anyway, so not sure how we would work it. I don't know if that was intentional or not, hopefully they fix it soon. I might be able to make it work with OSS2, I'll have to play with it and see what I can do. I haven't really decided for sure how I'm going to go with my Phantom, I already have all the DoFFS for the more conventional setup since I use them on my Guardian as well (The Damage Control ones anyway.)

    I also don't have Exploiters, I have all Locators so switching over to a similar build to yours might not be all that cost effective for me right now. I need to play around with my DoFFs and see if I can make a similar build work.
